What the inquiry found
- The committee's report, titled Ongekend onrecht (Unprecedented injustice), found that basic principles of the rule of law were violated in administering the childcare benefit scheme.1,2
- The committee found that responsibility was shared by the cabinet, parliament, the Finance and Social Affairs ministries, the judiciary and the Tax Authority.2
- The committee found that legislation was too rigid to address individual circumstances and that the Finance Ministry applied an all or nothing approach.2
- The committee found that poor information provision within central government was a main reason the affair lasted so long.2
What happened next
- The cabinet discussed the report and agreed compensation of 30,000 euro for each affected parent.2
- The cabinet accepted responsibility for government failure and offered its resignation.2
- The House of Representatives held a plenary debate on the report, concluding the inquiry.1,2
- The House finance committee debated the twelfth progress report on the recovery operation for affected parents.3
- The 23rd progress report stated that, as of 30 June 2026, 69,679 parents had registered, 60,423 integral assessments had been completed, and 44,045 parents had been recognised as affected, with an average of 40,664 euro per affected parent.5
- The State Secretary for Finance told parliament that the aim was for every eligible parent with a complete claim for additional damages to receive a settlement proposal by the end of 2027, and that this target was under pressure. About 6,000 objections were still open on 30 June 2026.4
